Completion and verification are different

A replacement builder may correctly finish all visible outstanding work without confirming every concealed element installed earlier. Unless the contract includes investigation, testing and opening-up, the condition behind linings, under slabs and within roofs remains unknown.

Takeover projects deserve a risk-based review because the original supervision, inspection and certification record may be incomplete.

Warning signs guide the investigation

Recurring cracks, binding openings, uneven floors, dampness, mould, corrosion, unusual plumbing noise, poor drainage, roof movement and missing certificates can indicate concealed problems. Inconsistent workmanship in exposed areas also increases the likelihood of defects elsewhere.

The absence of symptoms does not prove compliance, particularly for fire separation, tie-downs and termite barriers that may not fail visibly for years.

Common concealed categories

Investigations can reveal missing slab anchors, roof-truss bracing, joist restraint, framing support, defective footing bearing, below-slab drainage backfalls, unsealed fire-service penetrations, damaged insulation, failed threshold flashing and discontinuous termite protection.

Each category requires the appropriate method and specialist. A general visual inspector should not claim certainty about an inaccessible structural or hydraulic condition.

Investigate before the evidence disappears

The best time is when completion work already exposes cavities, roof sheets, wall bases or services. Establish hold points so the area is inspected and photographed before closure. Where the house is already finished, begin with non-destructive methods and open only targeted locations supported by symptoms, records or measurements.

Notify suspected defects promptly. A later repair may be technically successful but difficult to recover if the original condition was never documented.

The scale of concealed defects found on takeover projects

Hidden defects are not a theoretical allowance. In project records reviewed by ARK Houses, subsequent investigations produced additional defect-rectification scopes ranging from $172,649 to $217,913.60, separate from the cost of completing unfinished work. Another project recorded $177,647.81 in defect rectification costs, also separate from incomplete work. These were costed scopes, not automatic insurer payments, but they demonstrate the potential scale of inherited defects.

Structural defects found in practice

  • missing wall-frame anchors, excessive anchor spacing, inadequate embedment or edge distance, loose fixings and broken hold-down paths; one project contained 11 missing torque-testable hold-down locations
  • missing roof speed bracing, discontinuous restraints, defective straps, missing web stiffeners, inadequate gable restraint and non-compliant truss fixings
  • upper-floor joists that were not properly fastened, blocked or braced; approximately 17 joists required rectification on one takeover project
  • uneven footing bearing preparation, variable founding levels, over-excavation, incorrect support levels and local missing bearing relationships
  • bowed, twisted or out-of-plumb framing concealed by plasterboard
  • missing or inadequately fixed headers, noggings, backing plates, restraint members and fixture support

Other concealed systems that require attention

  • below-slab sewer or stormwater backfalls, poor bedding, defective junctions, leaks and non-compliant concealed connections
  • gaps and unsealed service penetrations in inter-tenancy fire separation at wall, ceiling and roof-space junctions
  • water entry through garage slabs, cracks, joints and thresholds
  • discontinuous termite management at slab edges, set-downs and service penetrations
  • defective waterproofing, flashing, insulation, electrical cables, plumbing restraint and roof condensation blanket Warning signs can include recurring wall or ceiling cracks, binding doors or windows, movement or creaking under foot traffic, uneven floors, separation at junctions, roof movement in strong winds, water penetration and progressive finish damage. The absence of symptoms does not prove that hidden fire, tie-down or termite systems are complete.

Practical takeaway: Visual completion is not proof of concealed compliance. A proportionate hidden-defect strategy protects both the building and the remaining HBCF period.
