The principal certifier
The certifier assesses prescribed compliance matters, inspections and certificates within the planning and certification framework. They do not administer the owner's HBCF claim or guarantee every concealed element of the building.
Ask the certifier what inspections and evidence remain necessary for the occupation certificate and whether missed hold points require opening-up or consultant certification.
The engineer and other designers
Engineers and specialists assess technical matters within their engagement, issue designs or reports and may inspect rectification. They do not decide policy coverage or funding unless separately appointed for that purpose.
Define the question and responsibility clearly. A structural engineer should not be asked to certify waterproofing outside their competence.
The lender
The lender controls finance under the loan agreement. It may require valuations, a replacement contract, insurance and progress inspections before releasing funds. A lender's valuation is not a defect report or HBCF decision.
Coordinate the cash-flow plan because insurer payments and lender drawdowns may occur on different evidence and timing.
The insurer
icare HBCF decides the policy response and assessed amount, subject to review rights. It does not replace the certifier's statutory role or automatically become the superintendent of the replacement contract.
The owner or project manager must coordinate these streams and record dependencies. A decision by one party should not be represented as approval by all.
Practical takeaway: Assign each question to the party with the relevant authority: compliance, technical design, finance, policy or construction. Recovery accelerates when roles are explicit.
